No wonder Franklin Delano Roosevelt has drawn scores of actors to portray him over the years: creator of the New Deal, national cheerleader during the Depression, statesman extraordinaire, cool-headed World War II commander-in-chief. But one of the most touching portrayals of him lies in Dore Schary's play and film, Sunrise at Campobello, which deals just with the period during which FDR was stricken with polio at age 40 and his torturously slow recovery, up to his thunderous nominating speech for Democratic presidential candidate Al Smith in 1924. Ralph Bellamy, avuncular character actor, gets the role of a lifetime as Roosevelt, and inhabits the character with subtlety, verve and heart. The humility he learns while immobilized infuses his political outlook from that point on, as he touchingly confesses to wife Eleanor (played admirably by Greer Garson, who struggles only a bit with the great lady's singular speech patterns). The film is based on Schary's play (for which Bellamy won a Tony Award), and in the film the dialogue seems rather stagy, especially in the long scenes while Roosevelt, bedridden, is off camera. But when Bellamy, with Hume Cronyn as his coarse but knowing political adviser, is center stage, we are reminded of the very human--and frail--person behind the historical tower of strength. "I feel I've had to go through the fire for some reason," he tells his wife. "Eleanor, it's a hard way to learn humility, but I've had to learn it by crawling. I know what is meant, 'You must learn to crawl, before you can walk.'" And after viewing this affecting film, so do we. --A.T. Hurley

What's a director to do? Andy Tennant's previous film was the highly enjoyable Cinderella romance Ever After, which vanished from theaters and became a video hit. Then Tennant made this gorgeous, nonmusical version of Anna and the King, and once again felt the sting of box-office failure. Both films deserved better, and this Anna is certain to eventually find the appreciative audience that eluded it in theaters. In many ways, this delightful costume romance transcends the latter-day quaintness of The King and I to offer a more lavish and rewarding version of the story of Anna Leonowens, based on her diaries and first told in Margaret Landon's 1944 novel.

In an otherwise admirable performance (although many felt her miscast), Jodie Foster struggles with her Victorian accent as Anna, the grieving widow who arrives in Siam in 1860 with her young son. Having accepted a post as tutor for the many children of the polygamous King Mongkut (Chow Yun-Fat), Anna finds herself drawn to the progressive monarch, whose passions swirl in a turbulent political climate. If the chemistry isn't entirely there, this culture clash still has plenty of regal charm, and Luciana Arrighi's production design is appropriately magnificent. Humor and politics are given equal measure, and Chow Yun-Fat is arguably the most endearing king to date--powerful yet tender, forceful but anguished by the heavier burdens of leadership. Bai Ling's intense performance as the tragic lover Tuptim adds emotional depth to one of the most underrated films of 1999. --Jeff Shannon

Tom Hanks was a relatively unknown TV actor with a sitcom as his biggest credit when relatively unknown director Ron Howard (best known for his own sitcom acting) cast him in this surprise hit. It made stars of Hanks, Daryl Hannah, and John Candy and an A-list director out of Howard. Hannah is a mermaid who comes to Manhattan in search of Hanks, the guy she has twice saved from drowning. Hanks runs a business with his lovable blowhard brother (Candy), whose goal in life is to have a letter published in Penthouse. When this perfect woman shows up, Hanks can't believe his luck and plunges into a dizzyingly romantic relationship, unaware of her sea-water secret. But the mermaid needs to soak and unfurl her tail from time to time, which leads to complications, including her capture by the government for scientific study (what else?). Hanks is winningly charming and Hannah is a perfect match in this enjoyably high-spirited comedy, though the biggest laughs belong to Candy. --Marshall Fine

Obviously the Disney suits gave more than two figs about the legacy from the first Beast film, as they reassembled the former cast and spent some cash on production and tune-smithing for this straight-to-video effort. The events unfold between the time in the first film where Belle bartered herself to the Beast and her later return to the village to save her father. So the Beast's heart still hasn't been melted yet, and he's susceptible to the inky persuasions of Forte (Tim Curry), a malevolent pipe organ (and former music teacher to the prince). Belle is still trying to win over the Beast and decides that bringing Christmas to the castle will be the way to do it. Please control that gag reflex for this does work remarkably well, and though entirely unnecessary and certainly not a complement to the original, it doesn't tarnish its good name. --Keith Simanton
